Army Corps Whistleblower Dr. Toni Savage Joins National Whistleblower Center Board

WASHINGTON, D.C. | April 22, 2025 — The National Whistleblower Center (NWC) proudly announces the election of Dr. Tommie “Toni” Savage to its Board of Directors. A former Supervisory Contracting Officer with the Army Corps of Engineers, Dr. Savage exposed millions in fraudulent contracts and faced severe retaliation for speaking out. Her resilience in the face of adversity is truly inspiring.

Her landmark whistleblower case led to the creation of the “Savage Standard” by the Merit Systems Protection Board in 2015. This standard affirms protections under the federal Whistleblower Protection Act for federal employees facing hostile work environments in retaliation for blowing the whistle. Dr. Savage eventually settled with the Army Corps and retired from federal service in 2023.

“I am deeply honored to serve in this newest capacity at NWC. I look forward to continuing the work that we have started together and to lend whatever expertise I possess to advocate on behalf of the brave whistleblowers who, at great personal risk, stand up for democracy every day,” Savage said.

Dr. Savage, a frequent speaker at National Whistleblower Day events, also serves on its advisory committee and is the Founder and President of Daughter of Zion Ministries, Inc.

“National Whistleblower Center is delighted to welcome Dr. Savage,” said NWC Chairman Stephen Kohn. “Her incredible strength, groundbreaking achievements, and passion are invaluable to our mission.”
